Page weight when the payload is a PDF

The document can be forty megabytes if it must, because the reader chose to fetch it. What ruins this is an inline viewer that pulls the whole file into the page before anything renders.
If you must embed, load the viewer on interaction rather than on arrival, and check what PageSpeed Insights names as the largest contentful paint afterwards. On a report archive it should be a heading or a summary block. If it is a viewer canvas, you have made every visitor download the document to read the abstract.
Measured from Geneva, not from here
Test from where the reader is. A test run inside Pakistan flatters a local host and tells you nothing about the officer opening your programme page from a European desk at 9am their time. Use a test location in Europe or North America, and read the field data in PageSpeed Insights, which reflects whoever genuinely visits.
The distance figure for your own side is separate and worth knowing: the capital region receives cached content at an indicative 120–200 ms, absorbed almost entirely on cached pages and paid in full on the admin. Long editing sessions feel it; readers do not.
