WordPress maintenance scales badly by default. The work per site is small and the work per fleet is the same small task repeated, which is exactly the shape of problem that gets skipped when a week is busy.
Skipped updates are how sites get compromised. So the interesting question is not whether the Toolkit is nice to have, but at what fleet size manual maintenance stops being realistic — and in practice that number is about three.

Why the limitations are on the page
The Toolkit gets sold as a cure for problems it does not touch, and a customer who bought it expecting a speed improvement is a refund waiting to happen. It is easier to say what it does not do.
