You are about to define a package template, and the numbers you type into it decide how every site you host will behave.
The short answer
Reseller hosting is a WHM tier sitting above a set of isolated cPanel accounts: you define the packages, set the per-account limits and own the customer relationship, while the hardware, the network and the platform patching stay with us.
The interesting part is the package template. Disk, bandwidth, addon domains, databases and — critically — entry processes and memory are all decided by you, and a template written too tight produces slow client sites that look like a hosting fault.

WHM is where accounts are created, suspended, moved and limited. Each client sees only their own cPanel, with their own filesystem, their own databases and their own quota, and nothing on one account can reach across to another. That boundary is what makes each client a portable, transferable unit rather than a folder in your own hosting.
Overselling means the sum of the package allowances may exceed the physical allocation, on the reasonable assumption that not every account uses its ceiling at once. It is normal practice and it is enabled from day one here, but it is an assumption about behaviour, and behaviour is a thing you should be measuring rather than hoping about.
What a package template really controls
Disk and bandwidth are the numbers clients read; entry processes, concurrent connections and memory are the numbers that decide whether their sites feel quick. A template that is generous with storage and mean with processes produces a client base that stalls under perfectly ordinary traffic and blames the host.
Write two templates rather than one. A small template for brochure sites, and a heavier one for anything running a store or a membership plugin, where cart and account pages cannot be cached and therefore run PHP on every request.
Keeping resold accounts quick
Server-level caching does more for a book of client sites than any per-site tuning you could do by hand. LiteSpeed answering cached HTML from memory keeps process counts low across every account at once, which is the only version of this that scales past a handful of clients.
Set the defaults centrally: a current PHP 8.x release on every new account, the cache enabled at creation, and image optimisation switched on. Anything you leave to individual clients to configure will be configured on roughly a third of the accounts.
The numbers that tell you to buy more capacity
Watch two things weekly: how many accounts are consistently hitting their own limits, and how the machine behaves in your busiest hour. The first is a template problem you can fix by editing a package. The second is a capacity problem, and no template change will help.
Track the marginal cost as well. Thirty client sites billed at £20 a month each is a known income; the plan fee plus the per-active-user charge is a known cost; the gap is a margin you can state rather than estimate, and it makes the decision to move up a tier arithmetic.
